I pay the monthly premium subscription fee and cannot access any of the premium backgrounds or media.  It keeps showing me a fee.  This started happening just a few week ago even though I am logged in to my account.

You should contact EW Support directly about that or open a Support Ticket. See the Contact Support link at the bottom of the page to find their contact information. This is basically a User helping other Users forum. While they do show up here at times, they don't check it every day.
