Since this is a subscription-based usage agreement, I assume, all major release upgrades (version 6 to version 7) DOES NOT REQUIRE UPGRADE FEES.  Is that true?

As long as you are paying for a current subscription, all updates and upgrades are included. EW6 is an old version and is not included in a subscription.
